1. Complete specification and claim set
2. Detailed report package
3. Provenance carriers
4. SHA-256 manifest and file-integrity materials
5. Verifier tooling
6. Replay instructions
7. Implementation-level technical disclosures
8. Observer-mode evaluation workflow
9. Integration-level materials for fuel-cell/electrolyzer review
10. Report-to-evidence mapping

Purpose
-------
The NDA review is not a secrecy wall and not a request for blind trust. It is an executable
technical diligence process. A qualified team should be able to recompute evidence, inspect
provenance, and evaluate whether CFCR is relevant to its own controller, fleet, warranty,
compliance, or production-record workflow.

What remains outside the public pack
------------------------------------
The public pack does not include:
  - full verifier code;
  - full provenance carriers;
  - embedded receipt streams;
  - implementation formulas;
  - control tuning or calibration logic;
  - detailed claim language;
  - negative limitations;
  - full Diligence Fortress or Claim Spine documents.
